Ulrick Jean Claude is a specialist in strengthening capacities and adult training with more than twenty years of experience conceiving and coordinating training program; development of curriculum, training manuals and educational materials; supervision and strengthening of territorial collectivities, communities groups and association; development of training for trainers; as well as facilitation using interactive and participatory methods. Ulrick Jean Claude is a certified Project Management Professional (PMP), a Global Learning Partners (GLP) certified trainer (Adults training specialist) and a member of the International Association of Facilitators (IAF)

Clauvita Jean Claude is a trained accountant. She has been serving as IFOS administrative and finance manager since 2008. With her skils in microfinance she has worked for many years in supporting rural women to access credit and strengthen their capacities in the management of their micro-enterprises. She also has an expertise in taxation, procurement and internal control for firms. She is a specialist in public administration of NGO and organizations.

Operations Manager

Descartes Dor studied Social Work at the Faculty of Human Sciences at the State University of Haiti. He participated in seminars on peaceful resolution of conflicts; gender approach to local development activities and structures; and techniques of evaluation of community-based organizations (CBO). Descartes Dor holds a certificate in adult training techniques; he has taken courses with UNESCO on learning evaluation and with the University of Amsterdam (Netherlands) on social sciences research methods. Descartes Dor has almost ten years of experience in building local authorities’ capacity, field activities management, such as coordination of various socio-economic surveys throughout Haiti.

Information System Manager

Genel MILEROSE is an information systems specialist, he has been working for more than 10 years in information management, computer/data auditing, survey management, data analytic and capacity building. Genel MILEROSE holds a master's degree in information systems from MIT University Dakar, a professional degree in analysis and design of information systems, a bachelor's degree in computer science and a higher diploma in telecommunications, as well as certifications in business intelligence, project management in humanitarian and development contexts, statistics for social sciences, mobile data collection (KoboToolbox, SurveyCTO, ONA Data, ODK Aggregate) and cartography, among others. He is the Information System Manager at IFOS.

Project, Compliance and Quality Manager

Yves-Stevenson JEAN JOSEPH holds a Master's degree in Project Management and a Bachelor's degree in Civil Engineering. He is a Project, Compliance and Quality Manager at I'FOS. He plans, organizes and directs all activities necessary to achieve the overall objectives of a project while coaching the staff of the institution. He also studied Law and obtained a Professional Diploma in Radio/TV Animation and Presentation. Stevenson has extensive experience in project management with non-governmental organizations and private institutions

Administratif and Financial Assistant

Out of more that fourteen years of experience, Chavelt Dareus worked for 8 years in the accounting field. He upgraded and specialized his accounting diploma through several trainings. He masters the process of planning and carrying out surveys, socio economic research, workshops as well as other public events. Mrs Dareus serves as accountant for IFOS.

Communications Officer

Alexandra ANDRE has worked as a consultant for several private organizations. She studied social communication at the Faculty of Human Sciences (FASCH). Writer, graphic designer and manager of social networks, she masters with ease the digital platforms. She is a graduate journalist with more than seven years of experience in monitoring and public relations. She has been trained in project development and management by UFCEU/FASCH (UEH). Alexandra ANDRE is the current Communications Officer at IFOS, where she is in charge of all internal and external communications.

Technical and Logistics Assistant

Gusti Yvanca SAINT-FORT is the Technical and Logistic Assistant at IFOS. She is in charge of the logistic management of the activities as well as the follow-up and organization of the technical files. With 5 years of experience in the public and private sector, she has offered services as a Secretary and Administrative Assistant. Yvanca has a degree in Bilingual Secretarial Studies from Christ the King Secretarial School and has received several certifying trainings, including Leadership, Project Management in Excel and Labor Law.

Administrative Secretary

Anne Stecie Nerleine OSMANN is the Administrative Secretary at IFOS. She studied Administrative Sciences at Notre Dame University in Haiti and has taken online courses, notably with Laval University, on the issues of sustainable development in the world. Ms. Osmann, has already participated in several field activities; she has also had experience as an Assistant Trainer where she was able to apply the methodology of training for adults. She has mastered basic computer software and has knowledge of electronic data collection applications.

Informaticien avec plus de 10 ans d’expérience dans la gestion de l’information, conduite de projets informatiques, developpement de ligiciels et administration de base de données. Jean Dominique VINCENT est détenteur d’une licence en Sciences informatiques et un diplôme en Webmaster à SOFTGRAF au Brésil. Il a participé à plusieurs séminaires de formation notamment en Réseau, Windows Server 2008 et collecte des données électronique (KoboToolbox, SurveyCTO, ODK). Jean Dominique travaille en tant qu'assistant informaticien à IFOS ou il assiste toute l’équipe dans leurs tâches techniques et responsable de la gestion du pack informatique et des équipements de collecte.

Marie Yves Réjanthe JEAN-LYS

Administrative and logistics assistant

Marie Yves Rejanthe JEAN-LYS is a graduating student in Business Administration at Notre Dame University (FSESP/UNDH). She completed a training as a trainer with PADF in 2017, which subsequently allowed her to obtain a certificate. Marie-Yves has been involved in conducting several surveys at IFOS from 2015 to 2019. She now serves as an administrative and logistical assistant at IFOS where she collaborates with the administrative team in management and capacity building.

Pierre Enocque François

Pierre Enocque FRANCOIS, Ph.D.

Education specialist, Senior Consultant

With his pedagogical supervision and economy studies at the Training Teachers College, Pierre Enocque Francois holds a master’s degree in Human and Social sciences, an Advanced Studies of Social Practices diploma (DHEPS, University Sorbonne nouvelle), a master II and a PhD in Education Sciences (2009, University Paris-Nanterre). He also graduated in Curriculum Design and Development (2014, Catholic University of Uruguay and UNESCO). With this multidisciplinary background, he is considered as a pedagogue, an educational sociologist and a Human and Social Sciences specialist. Pierre Enocque Francois has worked for several international organizations and in projects funded by international donors. He has conducted several studies, evaluations and research which are either in education or in Human and Social Sciences. Former Rector of Public University, he is a confirmed researcher.

A former minister of national education in Haiti, Charles Tardieu is a specialist in various fields such as project management and evaluation; human resources planning and organizational development; analysis of instruction and education systems; production of teaching materials & audiovisual production; and sociological surveys curriculum development. Mr. Tardieu holds a doctorate in Comparative and International Education, a master's in educational technology and curriculum development.

Gladys Mayard is a sociologist with more than 15 years of experience as qualitative research analyst and program evaluator. She has experiences in results-based project management, CAP surveys, implementation of qualitative and quantitative results-based assessments. She has many years of experiences in managing a training on behavioral-change, patterns and traditions of women and men in Haiti, through CCC communication. Her research focused on management projects, "culture, health and sexuality" focusing on HIV / AIDS, responsible sexuality, female teenagers sex education, HIV / AIDS prevention and socio-economic conditions, nutrition and socio-economic factors, gender and gender-based violence, as well as health care management practices, understanding family planning, health communication, integration of health services. Her adequate knowledge and practical experience are useful for: identifying research priorities and actions; work with communities for diagnosis, participatory action and social mobilization; evaluate projects using quantitative or qualitative methods; provide appropriate and innovative strategies.

Participatory planning consultant

As a doctor from the Faculty of Medicine and Pharmacy (FMP) of the State University of Haiti (UEH), Patrick Hermain HONORÉ took advanced courses in advanced participatory methodology, project management, research methodology and basic training in gender approach at Quisqueya University. Since 2006, his focus was on the conduct and development of strategic planning documents based on the participatory approach of interest to institutions and in particular local authorities. He has relevant experience in conducting the processes of Communal Development Plans (PCD), Communal Financing Plans (PFC) and Organizational and Institutional Diagnosis. With his many experiences he became a social engineering doctor.

Capacity building Specialist, International Consultant

Sharon Bean is an international consultant specialized in the following fields: cross-programmatic learning, organizational development and project evaluation, simplified facilitation and strategic planning, capacity building, behavior change and governance, civil society, social justice and adult learning methods. Sharon Bean previously as the senior specialist in organization and monitoring for the US government to assess the effectiveness of policies, reforms and activities aimed at influencing decision-making in planning, programming, operations and budget in field and headquarters missions, as well as program cycle activities alignment with organizational culture. She also served as an expert in monitoring and evaluation theory; developed learning sessions for client staff in fragile and post-conflict environments.

Sharon Bean holds an MPH in health policy and resources from the Yale University School of Medicine, a master's degree in international education development from COLUMBIA University and a BA in French language and civilization from the University of Massachusetts.

Esther François is a university teacher who hold a bachelor for preschool and primary education, and a master’s for education and training. As a well-involved trainer for teacher, she assisted donors, state and non-state actors in setting up both physical and remote training to improve the education quality. In addition to training tools development, she contributes to the creation of teaching materials and research work undertaken by various organizations. She also carries out consultations in various Human and social sciences.

Joseph André Gracien

Joseph André Gracien

Political scientist, Expert in Governance, Decentralization and Citizen Participation

He holds a Bachelor and a Master in political science. He serves as a national and international consultant for institutional strengthening, strategic planning, human rights, civic education, community development, peaceful conflict resolution, fight against smuggling of migrants and trafficking in persons, protection of children and minors. He has served the different UN missions in Haiti, bilateral or multilateral cooperation agencies, national or international NGOs, in a variety of capacities. For the past ten years, he has cooperated as a consultant with IFOS where he could develop an expertise in local governance through programs aiming at strengthening municipal council and support civil society organizations in Haiti. Those programs included: training for mayors and municipal senior staff, and public audiences. He has expertise on gender issues, equity and development, political and electoral participation of Haitian women, women's rights, specific violence against women and gender-based violence (GBV). He also has expertise in development, developing teaching materials, conducting training seminars, facilitating workshops and fora in all these areas.
